In regards to the procedure for the award of Battle Honours, would I be correct to assume that :
     1 - NDHQ prepares a List of authorized BHs in the form of a General Order.
     2 - All Units that participated in a given war / conflict, send in their selections (including BHs to be emblazoned) from the List as published in the GO.
     3 - NDHQ then approves /denies each selection submitted by each Unit, individually.
For instance, when a given Unit, says they are authorized their BHs as per GO (#) / (year); but if I were to look up this GO, it does not list any Units.
When the Unit is actually approved for their own particular BHs (by NDHQ), what is the identifier, for reference purposes, called ?

The published General Order is the authority for the Battle Honours.  To go deeper you would have to investigate whether the Library and Archives Canada holds any of the original supporting documentation.

 The Western Ontario regiment.My grandfather was severely wounded at Vimy Ridge and died from his wounds Apr 27/17 at Boulougne field hospital and is buried in Eastern Boulogne cemetery.I believe this Regt. is now perpetuated with 4 R.C.R.

The 1st Canadian Infantry Battalion of the CEF was also known as the Western Ontario Regiment.

The 1st Cdn Inf Bn was perpetuated from 1920 by "7th Regiment, 'Fusiliers'.  The unit at that time changed its name to the Western Ontario Regiment, but changed again in 1924 to The Canadian Fusiliers (City of London Regiment).
